The Alliance for the Energy Transition represents a constellation of projects that drive the development of a truly structuring ecosystem for the energy transition and decarbonization.
ATE aims to strengthen the competitiveness and resilience of companies in the energy sector as a result of the creation of innovative products and solutions of an export nature, based on technology and know-how developed and consolidated in the sector, placing Portugal at the forefront of decarbonization and fostering an effective energy transition.
Very important for the future of energy in Portugal, ATE will create 420 direct skilled jobs in Portugal and generate an expected turnover of €550M/year, promoting the reduction of greenhouse gases (up to 3.4M tons of CO2) and developing a range of products of which more than 80% are destined for export.
The consortium aims to capitalize on the opportunities for creating value in the context of Decarbonization, Decentralization and Digitalization of the Energy sector, promoting a competitive national ecosystem in Portugal that is unique on an international scale.

Project overview
The Alliance for the Energy Transition structures the multiple projects in six vertical pillars, oriented towards strategic competitiveness and value creation. It covers the energy sector across the board, including energy communities and micro-grids, renewable-based generation, energy efficiency and transition in industrial, commercial and residential users, sustainable mobility and interconnection and sector-coupling infrastructures, namely electricity and gas networks.
The projects are leveraged by horizontal and cross-cutting pillars, consolidating synergistic links in digitalization, circularity, capacity building and advanced training, industrialization and internationalization, and support laboratories.
In addition to the intrinsic value generated by the plan, the Alliance aims to create the foundations for a long-term collaborative ecosystem, supported by digital, innovation and industrial platforms, boosting networked externalities.
With an export target of more than 80% of the turnover generated, this new value offer will contribute to creating infrastructures that enable the reduction of emissions in the energy sector in Portugal and in multiple international geographies.
Cleanwatts' Role
Activity 1 – Preliminary Studies of Renewable Energy Community Business Models:
This activity involves the preliminary studies of business models for renewable energy communities and their legal, technological, and social barriers. It also includes the analysis of requirements and the definition of use cases to be explored, with the aim of updating knowledge on multi-level solutions applicable to smart homes, renewable energy communities, and smart grids.
CW's work on Activity 1 resulted in a report on business models and a document detailing the conceptualization of use cases to be explored for optimizing the Renewable Energy Community within the scope of the ATE project.
Activity 2 – Conceptual Design of Generic Models for Asset Integration and Optimization:
This activity focuses on the conceptual design of generic models for the integration and optimization of assets.
Activity 3 – Development of Energy Balance Optimization Models:
In this activity, the optimization models for energy balance proposed in Activity 2 will be developed, along with functionalities for accessing various services through different user interfaces (UIs) associated with each stakeholder (members of the energy community and the energy community manager).
Activity 4 – System Integration and Implementation, as well as Data Validation:
This activity will place special emphasis on integrating consumption, storage, and production data from the Renewable Energy Community, ensuring the system's security, efficiency, performance, and scalability.
