ERSE Approves Cleanwatts Living Lab Pilot Project for Energy Communities

ERSE – The Portuguese Energy Services Regulatory Entity – has given approval to the Cleanwatts Living Lab and Renewable Energy Community of Caxias projects. These communities, promoted by Cleanwatts and Galp, respectively, have been classified as pilot projects within the scope of self-consumption.

This decision brings the number of energy community pilot projects approved by ERSE to six.

The Cleanwatts Living Lab involves five different areas in Coimbra, Condeixa-a-Nova and Anadia for dynamic energy sharing, and will integrate storage solutions, electric vehicle charging, load control for efficient consumption management and local energy markets.

The Caxias Renewable Energy Community involves dynamic energy sharing and integrates storage, electric vehicle charging and energy efficiency solutions.

The approved pilot projects will share the data obtained from their implementation, which will contribute to accelerating the development of innovations and technologies which will enhance collective self-consumption and energy communities.

These projects will also become part of the pilot project developed by E‑REDES for energy sharing rules in self-consumption, based on hierarchical algorithms and the dynamic setting of energy sharing.

The rules on dynamic and hierarchical sharing were clarified in the Self-Consumption Regulation, recently amended in the context of Public Consultation n.º 113.

The approval of the pilot project classification by ERSE, under the Self-Consumption Regulation, does not exempt the necessary licensing process from the General Directorate of Energy and Geology.
